Where is there any Linguistic Duality in Canada?

RE: Heritage Minister James Moore's statement with regard to his disappointment with the amount of JOUAL (not French but French patois) used during the opening of the 2010 Olympic Games ceremony in British Columbia.
Now where else would one expect that such utter falsehoods would be passed off as the reality of Canada but by a Minister in a Conservative Government that would deliberately lie in order to get a majority in the next election.
Where my I ask this minion of the Harper government is this reflection of Canada's linguistic duality? Surely he jests when he, James Moore, Heritage Minister attempts to throw dust in the eyes of English-speaking Canadians. Because such a scenario does not exist in QUEBEC, which does not allow for the linguistic duality that the Minister of Canadian Heritage alludes to, and is therefore a deliberate attempt by him to con Canadians, not Canadiens, into believing his fable.
